Is there a best way to strip, paint & finish childs antique rocking chair in a NON-toxic poly?

Original color from 1967 was an off-white. Over the years other family members have painted the chair. To the best of my knowledge, the chair has not be stripped down to the original paint.

If you have a real antique, then it would be advisable to strip it to the original wood an finish it with shellac. Poly destroys wood because it fills the pores. All wood needs to breath. Poly is best used on pieces that need to be preserved and not handled
